No. OCI holders do not need Aadhaar to apply for a new PAN card. You need your OCI card and proof of your overseas address.
You need a copy of your OCI card (front page and last page with address), one proof of your overseas address (OCI card if it has proper current address, driver's licence, bank statement or national ID card) and two recent passport-size colour photographs. Self-attested copies are enough. No notarization or apostille is needed.
